43-26 SKILLS & COMPETENCIES MATRIX – BOARD OF HEALTH FOR PUBLIC HEALTH SUDBURY & DISTRICTS
MOTION:
WHEREAS the Capacity Review Committee of 2006 recommended that Ontario move towards Skills-Based Boards of Health;
AND WHEREAS the provincial government has not implemented that recommendation;
AND WHEREAS Skills Matrices are a best practice in other sectors to support the appointment of Skills-Based Boards;
AND WHEREAS the Board of Health directed the Medical Officer of Health & CEO in Motion #39-25 to recommend a comprehensive skills-matrix to guide municipalities and the Public Appointments Secretariat in future Board of Health appointments

BE IT RSOLVED THAT the Board of Health approve the Skills and Competencies Matrix;
THAT the Board of Health endorse the Skills and Competencies Matrix to be used to support Board recruitment, training, self-evaluation, and committee assignments;
THAT the Medical Officer of Health and CEO be directed to communicate the Skills and Competencies Matrix to municipalities and to the Ontario Public Appointments Secretariat, encouraging they use it for selection of Board members in upcoming vacancies;
THAT the Medical Officer of Health and CEO be directed to incorporate the Skills and Competencies Matrix into future Board of Health Self-Evaluations surveys;
THAT the Board of Health endorse a committee selection process where the Executive Committee would assess the skills and competencies of Board members, and share their assessment with the Board of Health to guide committee appointments.
