Salary: $98,607.60- $112,767.20 Annually
Position summary:
Reporting to the Director, Corporate Services, the Manager, Human Resources is responsible for the administrative leadership and direction of the Human Resources team and acts in an advisory capacity to the overall management of a wide range of the human resource programs and services in accordance with agency policy, collective agreements and applicable legislation. The Manager, Human Resources is integral in providing leadership to the management team and senior leadership to achieve overall goals of the organization through human resource strategy that aligns with functions of human resources planning and capacity development, labour relations, recruitment and retention, occupational health and safety, compensation and benefits, human resource management systems, performance management, policy and procedure development, privacy and formal access to information requests.
The Manager, Human Resources is designated as the agency’s Privacy Officer in accordance with provincial privacy legislation, namely the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA) and the Personal Health Information Protection Act (PHIPA). In addition, the Manager, Human Resources coordinates the legislated compliance activities for the Accessibility for Ontarians with Disabilities Act (AODA).
Responsibilities:
- Develops, implements, and evaluates human resource plans and processes that are linked to organizational business needs and strategic directions.
- Provides advice and support to management in all aspects of human resources, including but not limited to health and safety, labour relations, recruitment as well as, formal information requests, privacy, and accessibility.
- Coaches, advises, and provides tools to management and other employees to assist in managing change, resolving issues, and interpreting applicable policies and processes.
- Ensures compliance with collective bargaining and human resource legislative requirements and acts as a lead in preparing the employer for and participating in the bargaining process.
- Monitors compliance with MFIPPA, PHIPA and AODA.
- Ensures collective agreements are implemented and provides advice to management on contract interpretation.
- Provides advice and support to management in labour relations and grievance dispute resolution.
- Ensures compliance with health and safety legislation and policy and participates as the management chair on the Joint Health and Safety Committee (JHSC).
- Provides direction and advice in developing and implementing health and safety programs in the workplace including physical and psychological health, safety and wellness.
- Understands local supply and demand for expertise and skills required for the agency.
- In collaboration with management, develops local recruitment and retention strategies to meet the staffing requirements.
- Develops, monitors, evaluates, and continually improves human resources recruitment and selection processes.
- Develops employee retention and productivity strategies.
- Works with management to develop processes to support staff performance, career development and succession planning.
- Manages the compensation program, including position descriptions, job evaluation, pay equity/ maintenance and salary scales.
- Monitors and advises management on the competitiveness of the total compensation package.
- Facilitates and organizes management development activities as required.
- Works collaboratively with the Manager, Professional Practice & Development to ensure orientation of employees related to human resources, privacy and health and safety.
- Provides support and advice to managers regarding formal information, privacy requests and privacy auditing and best practices in accordance with the policy and applicable legislation.
- Ensures efficient program delivery through the effective leadership of a team.
Requirements:
- University 4-year honour’s degree in Human Resources, Labour Relations, Commerce, or related field or equivalent in education and management experience in the field of Human Resources.
- Canadian Human Resources Leader (CHRL) certification required.
- Minimum of 5 years experience at a senior human resources level.
- Strong background in labour relations, organizational development, human resources practice and health and safety.
- Demonstrated excellent facilitative leadership.
- Demonstrated project/program management, interpersonal and administrative skills, including the ability to set priorities, establish timeframes, and organize resources.
- Strong strategic, analytical and problem-solving ability.
- Experience in developing and supporting collaborative relationships with different groups or agencies.
- Excellent communication (verbal and written), negotiation and problem-solving skills.
- High emotional intelligence and tolerance for change and ambiguity.
- Ability and commitment to address sensitive issues diplomatically and confidentially.
- Ability to work independently and as an integral team member.
- Experience with word processing, presentation software, email, internet/intranet usage, spreadsheets, and database software.
- Advanced oral and written proficiency in English is required.
- Advanced oral and written proficiency in French is an asset.
- Maintains current Ontario driver’s license and has access to a reliable vehicle with agency required insurance in order to fulfill position requirements on an occasional basis.
