Motion

THAT the Report of the Medical Officer of Health/Chief Executive Officer for the month of April 2010 be accepted as distributed.

WHEREAS Association of Local Public Health Agencies (alPHa) members are invited to submit resolutions for consideration at the upcoming June 2010 alPHa Annual Conference;

THEREFORE BE IT RESOLVED THAT the Sudbury & District Board of Health support the following motion for consideration by the alPHa membership at its 2010 Annual Conference:

TITLE: ENDORSEMENT AND IMPLEMENTATION OF A POST-PUBLIC HEALTH RESEARCH, EDUCATION AND DEVELOPMENT (PHRED) KNOWLEDGE TO ACTION (K2A) MODEL

SPONSOR: Sudbury & District Board of Health

WHEREAS alPHa has an established position and track record of activities in support of a strong, effective and efficient public health system for Ontario; and

WHEREAS a strong, effective and efficient public health system requires a public health workforce that thinks critically and generates and applies evidence into practice; and

WHEREAS the provincial Public Health Research, Education and Development (PHRED) program (including the former teaching health units) has focussed on building such capacity in the public health workforce through its 25 plus year history of applied research, current and future workforce development and knowledge exchange; and

WHEREAS as supported by the Agency Implementation Task Force, the PHRED provincial funding and functions are expected to be transferred to the Ontario Agency for Health Protection and Promotion (OAHPP) in early 2011; and

WHEREAS the SDHU’s 21 year history as a teaching health unit/PHRED program, in conjunction with partner PHRED programs in Hamilton, Kingston, Middlesex-London and Ottawa, has taught us that active involvement of staff at the local level is critical to evolving entire organizations towards a culture of excellence, innovation and evidence-informed practice; and

WHEREAS a future “post-PHRED” model that highlights the importance of direct engagement with health units has been approved in principle by the OAHPP Board of Directors (Description of Post-PHRED Knowledge to Action (K2A) Model: Conceptual Description of Model Attributes, June 2007) after being recommended by a tripartite committee representing the PHRED program, MOHLTC and OAHPP; and

WHEREAS the Foundational Standard of the Ontario Public Health Standards strongly aligns with the K2A functions and reinforces the need for expert and cross-cutting supports to all local health units;

THEREFORE BE IT RESOLVED THAT alPHa endorse the Description of Post-PHRED Knowledge to Action (K2A) Model: Conceptual Description of Model Attributes, June 2007; and

FURTHER THAT alPHa advocate to ensure that the OAHPP implement the K2A model as it is conceptualized, particularly with regards to local/regional supports for public health units and 100% provincial funding; and

FURTHER THAT alPHa call on the MOHLTC and the MHP to ensure the Agency is sufficiently funded to implement the K2A model; and

FURTHER THAT alPHa acknowledge the historical contributions of the PHRED program to the advancement of public health practice in Ontario; and

THAT alPHa widely communicate its support for this resolution to the Ontario public health community.
