Ontario Public Health Standards (Motion #09-09)

Motion

WHEREAS the Ontario Public Health Standards (OPHS)are published by the Minister of Health and Long Term Care, pursuant to Section 7 of the Health Protection and Promotion Act, R.S.O. 1990, c. H.7. and are binding to boards of health effective January 1, 2009; and

WHEREAS the OPHS specify the public health programs and services that all boards of health shall provide but are not intended to encompass the total potential scope of public health programming in Ontario; and

WHEREAS the fundamental public health programs and services as established by the OPHS include assessment and surveillance, health promotion and policy development, disease and injury prevention, and health; and

WHEREAS the OPHS incorporate and address the determinants of health throughout, and include a broad range of population-based activities designed to promote the health of the population and reduce health inequities by working with community partners; and

WHEREAS the Foundation of the OPHS articulates guiding principles for boards of health with a notable emphasis on population health assessment, surveillance, research and knowledge exchange and program evaluation; and

WHEREAS the Sudbury & District Board of Health has actively planned for, implemented and evaluated public health programs and services under the Mandatory Health Programs and Services Guidelines, 1997 until present;

BE IT THEREFORE RESOLVED THAT the Sudbury & District Board of Health formally adopt the Ontario Public Health Standards and direct the Medical Officer of Health to establish a comprehensive planning, implementation and evaluation process consistent with the Standards.
