Day Nurseries Act, Nutrition Regulations (Motion #33-08)

Motion

WHEREAS early child nutrition is an essential component of healthy growth and development; and

WHEREAS the 2002-2003 National Longitudinal Survey of Children and Youth (NLSCY) revealed that 51% of Ontario children, aged six months to five years, are in some form of non-parental child care; and

WHEREAS young children must be provided with nutritious meals and snacks that are planned and prepared in accordance with recommendations from Canada’s Food Guide (CFG); and

WHEREAS in February 2007 Health Canada released the latest version of the Canada’s Food Guide causing the nutrition regulations under R.R.O. 1990, REGULATION 262 General (Day Nurseries Act), which reference the 1977 version of Canada’s Food Guide to become further outdated; and

WHEREAS the Ontario Society of Nutrition Professionals in Public Health (OSNPPH) has sent proposed amendments to R.R.O. 1990, REGULATION 262 General (Day Nurseries Act) to the Ministry of Children and Youth Services (MCYS) in order to ensure these regulations are in alignment with current nutrition recommendations and are consistent with MCYS Student Nutrition Program Nutrition Guidelines;

THEREFORE BE IT RESOLVED THAT the Sudbury & District Board of Health requests that the Ministry of Children and Youth Services adopt policy changes leading to amendments to R.R.O. 1990, REGULATION 262 General (Day Nurseries Act) to update the nutrition regulations in accordance with the 2007 Eating Well with Canada’s Food Guide as proposed by the Ontario Society of Nutrition Professionals in Public Health (OSNPPH); and

FURTHER THAT copies of this motion be forwarded to the Ministry of Children and Youth Services, Ministry of Health and Long-Term Care, Ministry of Health Promotion, Ministry of Education, local members of provincial parliament, the Ontario Society of Nutrition Professionals in Public Health (OSNPPH), the Ontario Public Health Association (OPHA), the Association of Local Public Health Agencies (alPHa), the Ontario Association of Public Health Dentistry (OAPHD), the Early Learning Child Care Supervisors Network (ELCCSN) of Sudbury, City of Greater Sudbury (CGS) Best Start Network, and Manitoulin-Sudbury Best Start Network.
